In the weeks following Haiti’s devastating earthquake, OSAC has received reports of isolated kidnappings that have targeted both international humanitarian assistance personnel and U.S. citizens in the capital of Port-au-Prince. Open source reports indicate that at least one kidnapping victim has been killed since the beginning of March.
